Report finds 40% of plans sold via marketplace also offer Medicaid coverage but don't overlap

An Association for Community Affiliated Plans report found about 40% of issuers providing Qualified Health Plans via the health exchange also offer Medicaid managed care coverage in the same state. Despite this, it found many individuals would still be unable to access health plans available both through the health insurance marketplace and the Medicaid program. Deviations in income even on a short-term basis could mean some families who are obtaining tax subsidies through the exchanges become eligible for Medicaid coverage. When health plans don't overlap between Medicaid coverage and subsidized marketplace coverage, consumers may suffer from a gap in coverage. Overlapping issuers could also help families who have split eligibility with parents eligible for subsidized insurance through the health insurance marketplace and children eligible for CHIP or Medicaid.
