
SHANNON GINTHER, JD, is an attorney specializing in health policy development and implementation. She serves as Assistant Director for the Ohio Colleges of Medicine Government Resource Center.
Shannon facilitates partnerships between academia and government-sponsored health and human services agencies to implement Medicaid cost savings, quality improvements, and workforce development strategies. Her most recent work includes implementation of Ohio’s largest Medicaid-focused workforce development initiative to train and place additional practitioners committed to serving Ohio’s Medicaid population. Shannon also holds an Adjunct Faculty appointment at The Ohio State University School of Social Work.
Prior to her work with GRC, Shannon was the Ohio Health Care Coverage and Quality Council’s Senior Policy Advisor, implementing the former Governor’s health policies to improve the coverage, cost, and quality of Ohio’s health insurance and health care system. While working with the Council, she led the State of Ohio’s effort to develop and implement a statewide patient-centered medical home model.
Shannon has also served as Director of Government Affairs for the Ohio Department of Health, a private practice attorney, and a legislative aide to a state representative. She has authored health policy publications, including an assessment of Ohio’s medical home initiative and a comprehensive analysis of the Medicare Prescription Drug Act. Shannon graduated cum laude from Capital University Law School in Columbus, Ohio and holds an undergraduate degree in Political Science from the University of Cincinnati.
